Amends Hawaii Revised Statutes Section 46-4 to replace reference to "forest reserve boundaries" with "conservation district" as the land area excluded from county zoning authority.

Requires each county to enact zoning ordinances designating lands subject to potential landslide and rockslide impacts as unsuitable for residential, commercial, or other intensive use, with sufficient buffer zones to protect life, health, safety, and property.

Makes minor technical amendments including changing "herein" to "in this section," "which" to "that," and adding "floor area" to the list of building characteristics subject to zoning regulations.

Renumbers existing subsections (d) through (g) to (e) through (h) to accommodate the new landslide protection requirement as subsection (d).

Takes effect upon approval.
