Amends Hawaii Revised Statutes Section 84-18(b) to extend the post-employment restriction period for former legislators from twelve months to twenty-four months.

Prohibits former legislators from representing any person or business for compensation during the restriction period on matters they participated in as a legislator or matters involving official legislative action.

Increases the cooling-off period during which former legislators cannot engage in lobbying or representational work related to their prior legislative service.

Takes effect upon approval.
