Creates a separate class of "public lands designated as IALs" (Important Agricultural Lands) to differentiate from lands transferred to the Department of Agriculture under the Agricultural Park Program

Authorizes the Board of Agriculture to determine which incentives or uses for IALs are available to leases managed under Chapters 166 and 166E, Hawaii Revised Statutes, provided incentives do not contradict statutory requirements

Extends the deadline for the Department of Agriculture and Department of Land and Natural Resources to identify public lands for transfer from December 31, 2009, to June 30, 2010

Provides for staggered transfer of public lands from DLNR to DOA between June 30, 2011, and June 30, 2012

Exempts public lands designated as IALs from the requirement for periodic review and amendment of IAL maps
