Expands the Molokai Irrigation System Water Users Advisory Board from six to seven members, adding a kupuna homestead farmer user seat to increase homesteader representation.

Defines "homestead farmer user" as an individual meeting Department of Hawaiian Home Lands requirements and farming on DHHL-owned lands served by the Molokai irrigation system.

Defines "kupuna homestead farmer user" as a fair-minded elder homesteader with agricultural knowledge and experience, respected in the Molokai native Hawaiian community, and residing on a homestead parcel with a water meter.

Creates an eighth ex officio voting member position for the District Supervisor of the Molokai District Office of the Department of Hawaiian Home Lands.

Establishes a quorum requirement of four members and adds conflict-of-interest provisions prohibiting members from acting in matters where they have financial interests or organizational affiliations.
