Amends Hawaii Revised Statutes Section 661-1 to clarify jurisdiction over civil actions against the State.

Requires that claims founded on state statutes can only be brought against the State if the specific statute containing the claim unequivocally waives the State's sovereign immunity.

Maintains existing jurisdiction for claims based on state regulations, express or implied contracts with the State, and claims referred by the legislature.

Preserves the restriction that no action can be maintained against the State based on unauthorized acts of state officers or causes of action not explicitly provided by law.

Takes effect upon approval.
