Transfers $10,000,000 from the deposit beverage container deposit special fund to the general fund on July 1, 2009 for fiscal year 2009-2010.

Transfers $9,000,000 from the wireless enhanced 911 fund to the general fund on July 1, 2009 for fiscal year 2009-2010.

Amends Hawaii Revised Statutes Section 342G-104 to allow the legislature (instead of the auditor) to determine if excess funds exist in the deposit beverage container deposit special fund.

Amends Hawaii Revised Statutes Section 138-3 to allow the legislature to determine if excess funds exist in the wireless enhanced 911 fund.

Addresses a projected $1,760,000,000 general fund budget shortfall for fiscal biennium 2009-2011 resulting from the economic downturn's impact on state revenues.
