Extends the maximum aggregate term of general leases and project developer agreements for non-homesteading uses from 65 to 99 years under the Hawaiian Homes Commission Act.

Applies the 99-year aggregate term limit to both existing agreements and those entered into after the bill's passage.

Adds a provision allowing the Department of Hawaiian Home Lands to negotiate disposition of Hawaiian home lands to native Hawaiians or native Hawaiian organizations prior to offering to the general public for commercial or business purposes.

Maintains the department's right to withdraw leased lands at any time during the lease term for purposes of the Hawaiian Homes Commission Act, with developers entitled to compensation for permanent improvements.

Takes effect upon approval.
