HB 1131 - Recreational Renaissance Program

• Establishes a recreational renaissance special fund within the Department of Land and Natural Resources to finance upgrades and maintenance of state parks, trails, and ocean recreational facilities through appropriations, donations, and revenue from designated recreational areas.

• Authorizes the fund to support planning, design, construction, operation, maintenance, land acquisition, information technology, and principal/interest payments on reimbursable general obligation bonds for the recreational renaissance program.

• Amends small boat harbor moorage fee provisions to allow the department to set fees by appraisal (in Schedule A and B categories with five-year phase-in for existing holders) and authorizes collection of utility fees and common area maintenance charges.

• Allows the Aloha Tower Development Corporation to partner with the Department of Land and Natural Resources to develop infrastructure at Keehi small boat harbor and triangle island, with administrative costs paid by the department.

• Designates 87 specific state parks, harbors, trails, and recreational facilities across all islands as eligible for improvements including comfort stations, pavilions, repairs, dredging, and trail restoration under the recreational renaissance program.
