Authorizes the State Parks Special Fund to accept civil, criminal, and administrative penalties, fines, and other charges collected under state parks laws.

Expands State Parks Special Fund expenditures to include restoration or mitigation of damage to natural or cultural resources, public education and outreach programs, and enforcement efforts.

Authorizes the Commercial Fisheries Special Fund to accept fines, penalties, and settlements for commercial fishing violations under subtitle 5, notwithstanding other laws.

Expands Commercial Fisheries Special Fund uses to include restoration or remediation projects from damage caused by commercial activities, and education and outreach programs on aquatic life and enforcement actions.

Authorizes the Special Land and Development Fund (Na Ala Hele program) to accept civil, criminal, and administrative penalties and fines collected under trail access laws, and permits their use for restoration, mitigation, enforcement, search and rescue, and education efforts.
