Requires individuals holding commercial marine licenses to physically possess their license at all times during commercial fishing activities and display it upon demand by enforcement officers.

Prohibits license holders from refusing inspections of vessels, containers, coolers, carriers, or vehicles where marine resources may be concealed.

Grants the department authority to refuse issuance or renewal of licenses, permits, or registrations for any person who refuses to display their license or allow inspection of containers or vehicles used to transport aquatic life.
