Eliminates the requirement for "archival quality black and white" photographs of historic buildings and allows photographs in any format, including electronic formats.

Applies photograph requirements to buildings eligible for listing on the Hawaii or National Register of Historic Places, rather than all historic buildings.

Requires dated photographs taken no more than one month prior to applying for building permits affecting the exterior of historic structures.

Photographs must show the building exterior including window treatments, doors, roof line, and architectural details such as gables, finials, foundations, or porches.

Applies to permits issued by state agencies and county governments for demolition, construction, or alteration of eligible historic buildings.
