Authorizes the Bureau of Conveyances and assistant registrar to accept electronic instruments in lieu of original instruments with original signatures, subject to departmental rules consistent with chapter 489E (Uniform Electronic Transactions Act).

Adds "endorsement" to the definitions in Hawaii Revised Statutes section 501-20, defining it as a written or electronic notation made upon, attached to, or logically associated with an instrument.

Amends the definition of "signature" to include electronic signatures as defined in chapter 489E, in addition to handwritten names and fingerprints or toe prints.

Modifies recording procedures in sections 501-107, 501-108, 501-117, and 501-131 to allow notations, attachments, or logical associations with instruments instead of requiring physical stamping or writing.

Requires the Department of Land and Natural Resources to adopt rules identifying acceptable forms of electronic signatures and specifying electronic submission requirements for instrument information and parties involved in recordation.
