Amends section 200-41 to clarify that only vessels abandoned within state waters or on public property under the department's jurisdiction may be disposed of by the department chairperson; all other abandoned vessels on other public or private property become the responsibility of the property owner.

Modifies the title of Part IV of Chapter 200 to expand its scope from covering only vessel repair businesses, private marinas, and yacht clubs to also include "other property owners."

Amends section 200-51 to permit owners of vessel repair businesses, private marinas, yacht clubs, or other property to sell or dispose of vessels abandoned on their premises.

Allows property owners to take responsibility for disposing of abandoned vessels on their land, rather than defaulting to state authority.

Takes effect upon approval.
