HB1167 - Transportation Six-Year Modernization Program

• Authorizes a comprehensive six-year transportation modernization program with $4 billion in planned improvements and $2 billion in capital infusion, focusing on safety, congestion relief, and system preservation across all islands.

• Increases state transportation revenue through: liquid fuel tax increase, vehicle registration fee increase, vehicle weight tax increase, and permanent increase of rental motor vehicle surcharge tax.

• Establishes Vehicle Miles Traveled (VMT) Pilot Program to test alternatives to fuel-based taxation as fuel-efficient vehicles reduce gas tax revenue.

• Authorizes issuance of highway revenue bonds and allows department to pursue federal stimulus funds for projects listed in the bill covering bridge repairs, rockfall protection, shoreline stabilization, and capacity improvements.

• Effective July 1, 2020; requires annual progress reports to legislature through 2016 and final VMT pilot program report by 2012.
