Decriminalize possession of less than one ounce of marijuana by converting it from a petty misdemeanor offense to a civil violation.

Impose a $100 civil fine and mandatory forfeiture of the marijuana for adults caught possessing less than one ounce.

Require persons under eighteen years of age to complete a drug awareness program or face a $1,000 civil fine in addition to the base $100 fine.

Replace the current petty misdemeanor penalty for promoting a detrimental drug in the third degree with the new civil penalty framework.

Recommended for passage by the Committees on Public Safety and Human Services with referral to the Committee on Judiciary.
