HB 1198 - Hawaiian Homes Commission; Elected Commissioners

• Establishes election of Hawaiian Homes Commission members by qualified voters instead of gubernatorial appointment, with elections held in conjunction with general elections in even-numbered years.

• Sets eligibility requirements for commission candidates: must be at least 18 years old (or reaching that age within one year) and be qualified state voters; candidates cannot hold or be candidates for other public offices.

• Creates voter eligibility requirements: must be at least 18 years old (or reaching that age within one year of election) and be qualified state voters.

• Sets commission terms at four years for elected members, except those elected in 2010 where the four highest vote-getters serve four years and remaining members serve two years; members may be re-elected without restriction.

• Provides procedures for filling vacancies: through commission appointment (within 60 days by two-thirds vote) if occurring late in the term, or through special election if occurring at least 60 days before the next general election.
