Declares legislative intent that Act 166 (April 6, 2000) was meant to preserve the vested rights of homestead lease holders who established joint tenancies with rights of survivorship before that date.

Amends Hawaii Revised Statutes section 171-99(e) to clarify that nothing in the homestead lease assignment provisions automatically terminates any joint tenancy created on or before April 6, 2000.

Maintains existing restrictions on homestead lease transfers to family members only (defined as spouse, reciprocal beneficiary, children, parents, siblings, grandparents, grandchildren, nieces, nephews, and specified relatives), subject to board approval.

Requires all successors to homestead leases to remain subject to the performance of unperformed conditions in the certificate of occupation or lease.

Takes effect upon approval.
