Amends Hawaii Revised Statutes Section 171-95 to require the Board of Land and Natural Resources to conduct public hearings before awarding or renewing leases of public land to renewable energy producers.

Establishes a public process for renewable energy producer leases that includes public notice under HRS Section 1-28.5 and requires at least two public hearings in the county where the leased land is located.

Requires renewable energy producer applicants to submit a timeline, financial ability documentation, project design, business concept, technical viability evidence, and proof that they have relied on private land to the fullest extent reasonable.

Mandates the Board prepare a report outlining reasons for awarding or denying a renewable energy lease and prohibits lease awards that would terminate existing compliant leases held by current lessees.

Takes effect upon approval.
