Amends Hawaii Revised Statutes Section 10-3 to clarify the purposes of the Office of Hawaiian Affairs.

Removes language specifying that public land trust funding amounts for native Hawaiian betterment be "to be" determined by the legislature, instead stating amounts shall be "determined by the legislature."

Maintains that a pro rata portion of all funds from the public land trust shall be held and used solely as a public trust for the betterment of conditions of native Hawaiians.

Preserves six core purposes of the Office of Hawaiian Affairs including betterment of native Hawaiians and Hawaiians, program coordination, policy assessment, grant management, and serving as receptacle for reparations.

Takes effect upon approval.
