Establishes a daily bag limit of two fish per person for each species of goatfish (kumu, moano ukali, and munu) on the island of Maui for recreational, subsistence, and commercial purposes.

Sets a daily bag limit of two uhu (parrotfish) per person on Maui, with an exemption allowing commercial marine dealers to possess and sell more with proper receipts.

Requires a minimum length of 10 inches for kumu, moano ukali, and munu, and 12 inches for all uhu species, measured as straight line from snout to middle of tail.

Exempts commercial marine dealers from bag limits if they maintain purchase receipts as required under HRS section 189-11.

Repeals upon adoption of comparable administrative rules by the Department of Land and Natural Resources.
