Deletes prohibition on commercial operation of thrill craft, water sledding, parasailing, and commercial high speed boating in Maunalua Bay, Oahu on Saturdays, restricting the ban to Sundays and state and federal holidays only.

Removes requirement that new commercial use and operator permits for thrill craft and parasailing activities be issued at public auction.

Eliminates the 20-year maximum term limit for commercial permits, allowing indefinite renewal in five-year periods provided permit holders meet compliance, tax, and safety record requirements.

Modifies permit reissuance provisions to offer public auction only upon failure to renew, with previous permit holders receiving right of first refusal if renewal conditions are met.

Effective date: July 1, 2020.
