Exempts persons with a valid Hawaii marriage license from obtaining a permit to perform a wedding ceremony on unencumbered public lands.

Limits exemption to ceremonies with no tents, chairs, tables, arches, stages, or other apparatus.

Restricts ceremony attendance to a maximum of 50 persons at any time.

Requires a yearly use permit fee (amount to be specified in rules) to be charged for access to public lands.

Limited right of entry is valid for the duration of the marriage license validity period as prescribed in Hawaii Revised Statutes section 572-6.
