Directs the board of land and natural resources to negotiate and acquire lands along the Ka Iwi coast that are in imminent danger of being developed.

Acquired lands shall be held as resource value lands, also known as legacy lands, pursuant to chapter 173A of the Hawaii Revised Statutes.

Appropriates unspecified sums from general revenues for fiscal years 2009-2010 and 2010-2011 to be deposited into the land conservation fund.

Appropriates equal unspecified sums from the land conservation fund for fiscal years 2009-2010 and 2010-2011 to acquire property along the Ka Iwi coast in imminent danger of development.

Takes effect on July 1, 2009.
