Amends Hawaii Revised Statutes Section 171-13 to prohibit the Board of Land and Natural Resources from disposing of public land containing a Hawaiian fish pond.

Applies the restriction to all forms of land disposition including fee simple sales, leases, leases with options to purchase, licenses, and permits.

References Section 171-28 as the provision defining Hawaiian fish ponds subject to this protection.

Takes effect upon approval.
