• Amends Hawaii Revised Statutes §115-2 to authorize counties to negotiate easements in addition to purchasing land for public access to shorelines and inland recreational areas.

• Requires public shoreline access to be available at intervals of approximately one-quarter mile.

• Applies when the provisions of section 46-6.5 are not applicable and where safe transit does not exist due to topography.

• Takes effect upon approval.
