Adds salvia divinorum and salvinorin A to Schedule V of Hawaii's Uniform Controlled Substances Act.

Salvia divinorum is a psychoactive herb containing salvinorin A, a potent k-opioid receptor agonist that can induce dissociative effects, altered states of consciousness, and impaired coordination.

Multiple countries including Australia, Belgium, Denmark, Finland, Italy, Japan, Spain, and Sweden have already imposed regulatory controls on salvia divinorum or salvinorin A.

At least 19 U.S. states including California, Florida, Michigan, Ohio, and Pennsylvania have passed laws regulating or classifying salvia divinorum or salvinorin A as controlled substances.

Legislation is effective upon approval and does not affect rights, duties, or proceedings that existed before the act's effective date.
