Authorizes county councils to adopt ordinances enabling the transfer of development rights from lands designated as important agricultural lands to other receiving districts.

Requires that transferred development rights originate only from lands designated as important agricultural lands under Hawaii Revised Statutes Chapter 205, Part III.

Mandates that receiving districts be evaluated by the county council to ensure adequate resources and public facilities exist before allowing increased development from transferred rights.

Permits development rights to be sold in the market or through a county-established development rights bank that can retain and resell rights.

Requires counties to establish a standard instrument to document transferred development rights, recorded as an interest in real property pursuant to section 502-31.
