Requires the state historic preservation officer to be a qualified historic preservation professional in architecture, architectural history, archaeology, history, culture, or a closely related field meeting professional qualification standards established by the United States Secretary of the Interior.

Mandates that the appointed state historic preservation officer must have professional experience with respect to historic preservation in Hawaii.

Requires the governor to immediately notify the president of the senate and speaker of the house of representatives upon appointing a state historic preservation officer, including notification of the person's qualifications.

Removes the previous language allowing appointment "without regard" to professional competence requirements and establishes specific national standards for the position.

Takes effect upon approval.
