Direct the Department of Hawaiian Home Lands to conduct a study on establishing early childhood education centers in each of its homestead communities.

Study must determine estimated number and locations of proposed early childhood education centers.

Study must describe the curriculum to be offered and provide demographic information about the clientele to be served.

Study must calculate estimated start-up capital costs and annual operating costs for developing and operating the centers.

Department shall submit study findings and any proposed legislation to the legislature no later than twenty days before the 2010 regular session convenes.
