Prohibits lessees from transferring their Hawaiian Home Lands lease for monetary consideration or remuneration, except to qualified immediate family members (spouse, child, or grandchild who are at least one-quarter Hawaiian).

Allows transfers to siblings who are at least one-quarter Hawaiian only if the lessee received their interest through succession or transfer, with department approval.

Permits transfers to qualified relatives without monetary consideration or other remuneration with department approval.

Maintains existing protections against attachment, levy, or sale of leasehold interests except for department debts, taxes, or other approved indebtedness.

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the effective date.
