Authorizes DLNR Conservation and Resources Enforcement Officers to use tasers/electric guns while performing duties upon receipt of accreditation from a nationally recognized law enforcement program.

Amends Hawaii Revised Statutes Section 134-16 to include conservation and resources enforcement officers under the exemption from electric gun restrictions, with custody and control requirements matching those of county police and sheriff departments.

Requires the conservation and resources enforcement program to maintain records of every electric gun usage in the same manner as firearm discharge records and report annually to the legislature.

Appropriates $200,000 for fiscal year 2009-2010 to pursue law enforcement accreditation, purchase electric guns and equipment, and provide officer training.

Takes effect July 1, 2009, contingent on the program obtaining required accreditation; automatically repeals June 30, 2011 if accreditation is not obtained by that date.
