Establishes a daily bag limit of two fish per person for kumu, moano ukali, munu, and uhu on the island of Maui for recreational, subsistence, or commercial purposes.

Sets minimum size restrictions of ten inches in length for kumu, moano ukali, and munu (goatfish species).

Sets minimum size restrictions of twelve inches in length for uhu (parrotfish species), including eight specific species identified by scientific name.

Exempts commercial marine dealers from bag limits if they possess receipts issued for purchases pursuant to section 189-11.

Authorizes the Department of Land and Natural Resources to issue permits for activities otherwise prohibited and to adopt rules to implement the restrictions.
