Establishes a shoreline management task force with eleven members to be placed within the department of land and natural resources for administrative purposes, with appointments to be completed by August 1, 2009.

Task force membership includes two representatives from DLNR divisions, one representative each from the four county councils, and five members from community organizations with environmental expertise appointed by the governor and legislature.

Requires the task force to draft a comprehensive coastal lands policy creating uniform statewide management standards for shoreline areas from the water line to one hundred feet beyond the high-water mark, addressing public access, setback standards, commercial activities, and long-term environmental changes.

Task force must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2010 regular legislative session, and the task force ceases to exist on June 30, 2010.

Prohibits counties from issuing permits for development within seventy-five feet of the shoreline vegetation line through June 30, 2012, with an unspecified appropriation from general revenues for fiscal year 2009-2010.
