HB 145 - Highway Safety Summary

• Establishes a photo red light imaging detector system program that counties may implement on state or county highways to enforce traffic signal violations.

• Requires fines collected from photo red light violations to be distributed directly to the county where the violation occurred and expended for program establishment, operation, and maintenance.

• Increases the timeframe for mailing citations for high occupancy lane violations from 48 hours to 72 hours, and applies the same 72-hour mailing requirement to photo red light violations.

• Creates administrative procedures for photo red light citations including prima facie evidence standards, registered owner liability, and opportunities to rebut evidence of violations.

• Effective July 1, 2020.
