• Creates offense of criminal nuisance in the first degree for intentionally, knowingly, or recklessly operating or maintaining premises in Ala Moana Park where persons gather to unlawfully sell or distribute dangerous, detrimental, or harmful drugs, punishable as a class A felony.

• Creates offense of criminal nuisance in the second degree for creating or maintaining conditions that endanger the safety or health of more than one person, or operating premises where persons gather for unlawful conduct in Ala Moana Park, punishable as a misdemeanor.

• Defines Ala Moana Park as the area of Oahu bounded by Ala Moana boulevard, Kewalo basin, Atkinson drive, and the ocean; effective January 1, 2010.
