Increases reserved housing requirement for major developments on lots of at least one acre in Kakaako mauka area from unspecified previous levels to 60% of total units.

Establishes 50% reserved housing requirement for planned developments with multi-family units on lots between 20,000 and 43,559 square feet.

Defines reserved housing unit income eligibility ranges: 20% for 120-140% of median income, 20% for 100-120%, 50% for 80-100%, and 10% for 70-80% median income for purchase; rental units limited to 80% of median income or less.

Prohibits developers from paying cash in lieu of constructing required reserved housing units and eliminates previous authority allowing developers to build affordable housing outside the district to satisfy requirements.

Requires Hawaii Community Development Authority to adopt implementing rules by January 1, 2010, with exemptions from public notice and hearing requirements for initial rule adoption.
