Establishes the Kailua Beach Erosion Task Force within the University of Hawaii School of Ocean and Earth Science and Technology, composed of six members including representatives from the U.S. Army Corps of Engineers, U.S. Geological Survey, City and County of Honolulu, Department of Land and Natural Resources, Department of Health, and the school's dean (who serves as chair).

Task force shall meet over a two-year period to develop and recommend strategies to prevent, mitigate, and reverse beach erosion at Kailua Beach, defined as the east shoreline of Oahu between Kawainui Canal and Alala Point in the Koolaupoko district.

Requires an interim report to the legislature, governor, and Honolulu mayor by twenty days before the 2010 Regular Session, including short-term erosion reduction measures and a shoreline setback recommendation.

Requires a final report to the legislature, governor, and Honolulu mayor by twenty days before the 2011 Regular Session with recommendations for both short-term and long-term erosion mitigation and reversal measures.

Appropriates $25,000 for fiscal year 2009-2010 and $25,000 for fiscal year 2010-2011 from general revenues to the University of Hawaii School of Ocean and Earth Science and Technology for the beach erosion study.
