Requires the Hawaii Community Development Authority to collaborate with and consider recommendations from the Kakaako Makai Community Planning Advisory Council when developing, accepting, and implementing plans for Kakaako Makai.

Defines "Kakaako makai" as the area within the Kakaako community development district that is makai of Ala Moana Boulevard, between the east boundary of Ala Moana Park and Keawe Street, including the Kakaako/Ala Moana pump station.

Mandates meaningful participation of the working group of interested stakeholders in future development plans for the Kakaako Makai area, responding to public opposition to previous development proposals.

Implements requirements from House Concurrent Resolution 30, Senate Draft 1 (2006), which urged the authority to convene stakeholder working groups for any future Kakaako Makai development projects.
