Proposes constitutional amendment to Hawaii Constitution Article III, Section 10 to adjust the annual legislative convening date in presidential inauguration years.

Changes regular legislative session opening from the third Wednesday in January to the fourth Wednesday in January when the U.S. Presidential inauguration falls on any day of the week that includes the third Wednesday in January.

Maintains the 10:00 a.m. convening time and preserves all other provisions regarding special sessions, session limits (60 days regular, 30 days special), and mandatory recesses.

Ballot question to be presented to voters asks whether the constitution should be amended to shift the convening date as described.

Amendment takes effect upon compliance with Article XVII, Section 3 of the Hawaii Constitution.
