Amends Hawaii Revised Statutes Section 200-10(a) to prohibit the Department of Land and Natural Resources (DLNR) from denying moorage permits to business entities in small boat harbors located in counties with populations under 250,000.

Maintains existing requirements that vessel moorers must obtain a use permit from the department and be the vessel owner.

Applies only to small boat harbors in counties with populations less than 250,000, effectively limiting the restriction to less populous counties.

Takes effect upon approval.
