Amends the appointment process for the 9-member stadium authority by replacing gubernatorial appointments with a distributed appointment system.

Governor appoints 4 members, senate president appoints 2 members, and speaker of the house appoints 2 members.

President of the Aloha Stadium Swap Meet Vendors Association appoints 1 member.

Maintains existing eligibility requirements that members must be U.S. citizens and Hawaii residents for at least 5 years prior to appointment.

Takes effect upon approval.
