Repeals Hawaii Revised Statutes Section 134-16, which previously prohibited possession, sale, gift, or delivery of electric guns by any person including manufacturers, importers, and dealers.

Removes the exception in Section 134-17(c) that made violations of Section 134-16(a) a misdemeanor offense, replacing it with reference only to Sections 134-2, 134-4, 134-10, and 134-15.

Eliminates the requirement that county police and sheriff departments maintain records and annually report to the legislature on electric gun usage and custody.

Allows law enforcement agencies to continue possessing and using electric guns without restriction, with the prior custody and control requirements no longer applicable.

Takes effect upon approval.
