Requires proposals for purchases of health and human services to be submitted by duly licensed providers, unless statutes do not require licensing for the service being bid on.

Mandates that bid proposals include all costs, fees, and any taxes the bidder may be obligated to pay, with the total bid amount not to exceed the contract amount to be expended by the State.

Prohibits awards or contracts from including any payments, rebates, or considerations not included in the original proposal, such as insurance premium tax or general excise tax rebates or waivers.

Addresses the inequitable treatment of for-profit and not-for-profit companies in procurement by eliminating the practice of providing for-profit organizations 4.265 percent insurance premium tax rebates after bid award.
