Transfers kuleana land inheritance from the Department of Land and Natural Resources to the Office of Hawaiian Affairs when an owner dies intestate with no legal heirs.

Requires the Office of Hawaiian Affairs to hold inherited kuleana lands in trust for 10 years to allow time for succession claims before permanent transfer.

Alternatively, the 10-year holding period ends when the Office of Hawaiian Affairs develops and the Department of Land and Natural Resources approves a land management plan for the properties, whichever occurs later.

Applies to lands originally granted to native tenants under the 1850 Act Confirming Resolutions of the King and Privy Council regarding allodial titles for common people.

Takes effect upon approval.
