Adds a new definition of "burial cave" to Hawaii law as a cave or lava tube, or portion thereof, with sufficient physical or cultural evidence indicating use as a burial site.

Amends the definition of "burial site" to explicitly include caves and lava tubes, or portions of caves and lava tubes, within the scope of protected historic burial sites.

Clarifies that burial sites may include locations where human skeletal remains and associated burial goods "once were" interred, not just currently are.

Establishes burial caves as a unique class of historic property under Hawaii Revised Statutes Section 6E.

Takes effect upon approval.
