Authorizes the Department of Land and Natural Resources to renegotiate and enter into long-term residential leases for Mokauea Island, not to exceed 65 years, with persons and their lineal descendants who have continuously resided there since July 25, 1978.

Requires lessees to participate in an educational center where students, teachers, and the public can learn traditional Hawaiian fishing village methods and practices as a condition of the leases.

Exempts leases from zoning, construction standards, and land development rules, provided the Department of Land and Natural Resources determines exemptions are consistent with the Act's purposes and meet minimum health and safety requirements.

Establishes the Mokauea Island Advisory Committee with seven members representing DLNR, the Mokauea Fishing Village Association, Kai Makana, the Native Hawaiian Legal Corporation, and the Office of Hawaiian Affairs to advise on lease management and lessee compliance.

Grants the Department of Land and Natural Resources exclusive authority to enforce criminal laws on Mokauea Island, effective July 1, 2009.
