Requires certain employers to provide paid sick leave to employees for personal illness or to care for ill or injured family members.

Defines "small business" as employers with fewer than 50 employees working during a given week, with limited accrual requirements for these smaller employers.

Requires employers to post information about sick leave rights, maintain records, and prohibits retaliatory actions against employees for using paid sick leave.

Establishes the Department of Labor and Industrial Relations (DLIR) as the implementing and enforcement agency for paid sick leave benefits.

Effective date set for January 1, 2012, and allows collective bargaining agreements to supersede the minimum requirements if they provide equal or more generous benefits.
