Requires the Department of Land and Natural Resources to grant permits for wedding ceremonies on unencumbered public lands.

Mandates adoption of a simple, online or web-based application process for permit requests.

Department must charge a reasonable fee for permits and impose reasonable restrictions on tents, chairs, tables, arches, and other apparatus.

Limits wedding attendance to a maximum number of persons to be specified in rules (blank amount left to be determined).

Department shall adopt administrative rules under Hawaii Revised Statutes Chapter 91 to implement the permit program.
