Establishes a new Department of Tourism as a separate cabinet-level state department to replace the Hawaii Tourism Authority

Transfers all functions and responsibilities of the Hawaii Tourism Authority to the new Department of Tourism

Transfers tourism functions from the Department of Business, Economic Development, and Tourism to the Department of Tourism; renames the former agency as the "Department of Business and Economic Development"

Transfers moneys from the convention center enterprise fund, tourism emergency trust fund, and tourism special fund into corresponding funds administered by the Department of Tourism

Repeals the Hawaii Tourism Authority
