Permits issuance of commercial use permits for vessels assigned moorings in Ala Wai and Keehi small boat harbors, with commercial vessels limited to 15% of berths at Ala Wai and 35% at Keehi.

Requires all fees collected within each small boat harbor to be expended only on operation, upkeep, maintenance, and improvement of that specific harbor.

Directs the Department of Land and Natural Resources to use a request for proposals process to enter into a public-private partnership for development of portions of Ala Wai harbor, with lease terms not exceeding 65 years.

Establishes mooring fees by appraisal using two rate schedules: Schedule A for existing permittees (to gradually increase to Schedule B rates by July 1, 2014) and Schedule B for new applicants as of July 1, 2009.

Authorizes the department to assess and collect utility fees (electrical and water charges) and common area maintenance fees in small boat harbors; effective July 1, 2046.
